What to Know About School Funding
How Schools are Funded
School districts in Ohio are financed through a combination of three types of funds: federal, state and local.
To qualify for federal funds, districts must develop plans on how to use these funds, including goals and measures. Federal funds are committed for limited periods of time and come with strict guidelines on how they can be spent. At the state level, school districts receive funding from the Ohio Department of Education’s (ODE) general revenue funds and Ohio Lottery profits. And, locally, most Ohio schools are funded through property taxes but can also receive funding from income taxes if voter-approved.
Where Funds are Spent
It is a standard benchmark across Ohio school districts that salary and benefits costs represent 70-80% of the annual budget. On average, Midview spends about 79% of tax dollars on salaries and benefits for our staff. While this percentage is at the higher end of the benchmark, it is essential to note that the district has responsibly controlled discretionary spending over purchased services, material/supplies, equipment, and fund-to-fund transfers, which generally represents the remaining 20% of the annual budget. These discretionary funding categories are spent directly on instructional and operational costs.
